Speak Out in Support of Offshore Energy Leasing
The Federal government is required to maintain a Five-Year Program to meet our national energy needs. The most recent Program expired on June 30, 2022. Until there is a new Five-Year plan, there will be no more offshore leases in the Gulf of Mexico.
Access to oil and natural gas resources in the Gulf of Mexico helps the United States:
- Achieve energy security.
- Responsibly meet energy demand.
- Create jobs and strengthen the economy.
Please use one of the following talking points in your letter:
- It’s imperative that we act immediately. Projects in the Gulf of Mexico require long range planning with significant financial investments. Certainty around new leasing opportunities is required to facilitate responsible development.
- Offshore leasing in the Gulf of Mexico is an important part of creating more affordable, reliable and ever cleaner energy. Chevron's fields and facilities there are among the lowest carbon intensity-producing assets in the world.
- Energy security is an important priority for the nation. Access to oil and natural gas resources in the Gulf of Mexico help our country responsibly meet energy demand, increases government revenue and creates jobs, while also strengthening the economy and energy security.

Price Controls are a Tried and Failed Policy
The House of Representatives is considering the Consumer Fuel Price Gouging Prevention Act (H.R. 7688) to protect consumers from price-gouging of consumer fuels. However, the current proposed bill is not well defined and offers no meaningful guidance and is filled with unclear verbiage.
According to the American Petroleum Institute (API), anti-price gouging legislation is worse than the problem it seeks to solve. Such proposals aim only to artificially influence price while ignoring the fundamentals of supply and demand that drive where product is needed.

Support U.S. production and energy infrastructure
We need a new 5-year plan for the Gulf of Mexico!
Currently, the energy security and economic benefits provided by America’s offshore oil and natural gas resources are at risk. The current Outer Continental Shelf (OCS) Five-Year Leasing Program for 2017-2022 expires on June 30th. Without a 2022-2027 leasing program finalized, no new offshore leasing can take place can take place after June 30th. This is specifically worrisome for American energy assets in the U.S. Gulf of Mexico, where much of our nation’s offshore energy production occurs.
Producing oil and natural gas in the region also contributes to our nation’s carbon goals. Oil and natural gas produced in the U.S. Gulf of Mexico is among the lowest carbon intensive barrels produced in the world, according to a U.S. Department of the Interior analysis.
Without a new 5-year leasing program, all of these economic, energy security, and environmental benefits will be at risk.
